Guidelines For PM Cares For Children Scheme

The complete guidelines for the PM CARES for Children Scheme have been released by the Ministry of Women and Child Development. On May 29, 2021, Prime Minister Shri Narendra Modi offered complete support for children who have lost both parents owing to the COVID 19 epidemic. 


  1. The scheme's goal is to provide long-term comprehensive care and protection to children who have lost a parent(s) to the COVID pandemic, 
  2. Enabling their well-being through health insurance.
  3. Empowering them through education, and 
  4. Preparing them for self-sufficiency with financial support when they reach the age of 23.. 

 Eligibility for availing this scheme 

  • To benefit from the PM CARES for Children Scheme, eligible children must be registered between May 29, 2021 (the date of the Prime Minister's announcement) and December 31, 2021. 
  • The Scheme is planned to continue until each designated recipient reaches the age of 23.
  • All children who have lost I both parents or ii) a surviving parent or legal guardian/adoptive parents/single adoptive parent due to the COVID 19 pandemic will be eligible for benefits under this scheme starting on 11.03.2020.
  • The date on which WHO declared and characterized COVID-19 as a pandemic, until 31.12.2021, will be eligible for benefits under this scheme.
  • At the time of the parent's death, the child should not have reached the age of eighteen.

Entitlement under the scheme 

  • The District Magistrate, with the help of the Kid Welfare Committee (CWC), will try to find a way to rehabilitate the child within her/his extended family, relatives, kith, or kin.
  •  If the child's extended family, relatives, kith or kin are unavailable, unwilling, or deemed unfit by CWC, or if the child (aged 4 – 10 years or older) refuses to live with them, the child should be placed in foster care after due diligence as prescribed by the Juvenile Justice Act, 2015 and rules made thereunder as amended from time to time.
  • If the Foster family is unavailable, unwilling, or deemed unfit by CWC, or if the kid (aged 4 – 10 years or older) is unwilling to reside with them, the child 1Beneficiary/ Beneficiaries indicates qualified child beneficiaries under the PM CARES for Children Scheme should be enrolled in an age- and gender-appropriate Child Care Institution (CCI).
Assistance for Pre-school and School Education
  1. For children under the age of six Anganwadi services will support and assist identified recipients with supplemental nutrition, pre-school education/ECCE, vaccination, health referrals, and health check-ups.
Health Insurance:
  • All children would be enrolled as beneficiaries under the Ayushman Bharat Scheme (PM-JAY), with an Rs. 5 lakh health insurance cover
  •  It must be assured that the kid recognized through the PM CARES for Children plan receives benefits under the PM-JAY scheme.
  • The advantages accessible to children under the plan are detailed in Annexure.
Financial Support:
  • Following the establishment and confirmation of the recipients' accounts, the lump sum payment will be deposited straight into their post office accounts. A pro-rata sum will be deposited to each selected beneficiary's account upfront, such that the corpus for each beneficiary reaches Rs. 10 lakhs when they reach the age of 18.
  • Once they reach the age of 18, children will be paid a monthly stipend from a corpus of Rs 10 lakhs. The recipient will get a stipend until they reach the age of 23.
  • They will earn Rs. 10 lakh when they reach the age of 23.
