What is PM GatiShakti- National Master Plan for multi-modal connectivity

On October 13, 2021, Prime Minister Modi unveiled the PM GatiShakti-National Master Plan for multi-modal connectivity of Rs. 100 lakh crores at Pragati Maidan in New Delhi. PM Modi launched the GatiShakti program during his Independence Day speech in 2021.

The objective of the National Master Plan for Multi-Modal Connectivity

  1. The plan is an important part of Prime Minister Modi's 'Aatmanirbhar Bharat' (self-reliance India) vision.
  2. It aims to give more power and speed to projects under the $1.5-trillion National Infrastructure Pipeline, as well as to boost the goal of achieving a $5-trillion economy, particularly in light of the recent economic impacts of the coronavirus disease (Covid-19) pandemic.
  3. The ambitious proposal envisions a centralized gateway that would connect infrastructure activities planned and undertaken by up to 16 key ministries and departments. 
  4. PM GatiShakti's goal is to minimize logistic costs, boost cargo handling capacity, and shorten turnaround time.
  5. According to the PMO, PM GatiShakti will overcome previous shortcomings by institutionalizing holistic planning for stakeholders for key infrastructure projects. Rather than planning and designing individually, the projects will be created and implemented using a unified concept.

What is PM GatiShakti?

  • The Prime Minister's PM Gati Shakti plan is a programme to increase project speed (Gati) and power (Shakti) by uniting all relevant departments on a single platform. As a result, infrastructure initiatives from diverse ministries and state governments will be conceived and implemented with a unified vision, according to Modi. 

Key Highlights of PM Gati Shakti

  • PM GatiShakti will include several ministries' and state governments' infrastructure programmes, including as Sagarmala, Bharatmala, land ports, inland waterways, and UDAN.
  • It would also cover economic zones such as pharmaceutical structures, textile clusters, defence corridors, agricultural zones, and industrial corridors in order to boost connectivity and make Indian enterprises more competitive.
  • PM GatiShakti will make heavy use of technology. The Bhaskaracharya National Institute for Space Applications and Geoinformatics will develop spatial planning tools using ISRO imagery.

The six pillars of ‘PM GatiShakti - National Master Plan’

  • Comprehensiveness: A single centralized platform will house all present and planned projects from multiple ministries and departments. Every department will now have visibility into the actions of the others, giving crucial information for planning and executing initiatives in a coordinated manner.
  • Prioritization: Through cross-sectoral interactions, different departments will be able to prioritise their initiatives.
  • Optimisation: Following the identification of important gaps, the National Master Plan will aid various ministries in planning projects. The plan will aid in the selection of the most efficient route in terms of time and cost for the delivery of products from one location to another.
  • Coordination: Individual ministries and agencies frequently operate in silos. There is a lack of coordination in the project's planning and implementation, which causes delays. PM GatiShakti will ensure that the activities of each department, as well as the various layers of governance, are synchronized in a holistic manner by ensuring work coordination between them.
  • Analytical: The plan will bring all of the data together in one location, using GIS-based spatial planning and analytical tools with 200+ levels, giving the executing agency more visibility.
  • Dynamic: Through the GIS platform, all ministries and departments will be able to visualise, review, and monitor the development of cross-sectoral projects, since satellite imagery will provide on-ground progress on a regular basis and project progress will be updated on a regular basis on the portal. It will aid in the identification of critical interventions for the master plan's enhancement and updating.
