Project
Institutionalisation of Capacities on Climate Change Studies and Action (ICCC)

Project Background
The project “Supporting the Institutionalisation of Capacities on Climate Change Studies and Actions” (ICCC), is an Indo-German Bilateral Cooperation project being implemented by the M/o Environment Forest and Climate Change (MoEFCC) and GIZ, aims to develop capacities in the areas of climate protection, resilience and NDC implementation as well as transdisciplinary issues. The project will further promote network-building with relevant stakeholders, create links with national and international research institutions and support the establishment of a publicly available knowledge platform.

Responsibilities

  1. Coordination of project implementation with the Ministry by providing technical inputs, organizing meetings, supporting and monitoring implementation of the project.
  2. Technical support on issues related to climate change adaptation, mitigation, policy development etc.
  3. Organize capacity building activities related to climate change adaptation and mitigation.
  4. Support knowledge management, monitoring and evaluation of activities being implemented as part of the project.
  5. Support GIZ and MoEFCC in developing a road map for establishing a modern and recognised climate change centre to advise the Indian Government on formulating climate policies and strategies based on national and international scientific knowledge
  6. Build partnerships and networks with international agencies, line ministries, state governments, and other relevant stakeholders

Core scope of tasks
Coordination of project implementation with Ministry

  1. Foster the time-bound execution of project activities
  2. Ensure all requisite follow-up and updates related to project implementation
  3. Facilitate meetings between GIZ and MoEFCC for project steering as and when required
  4. coordination and management of project activities
  5. building partnerships and networks and support the Ministry in execution of climate policy landscape.

Capacity building and Policy research

  1. Develop technical, institutional and strategic policy research to MoEFCC and GIZ on all aspects related to climate change with a focus on capacity development.
  2. Undertake preparatory works to support achievement of India’s Nationally Determined
  3. Contributions (NDC)
  4. Support GIZ and MoEFCC in developing a road map for establishing a modern and recognised climate change centre to advise the Indian Government on formulating climate policies and strategies based on national and international scientific knowledge
  5. Support the project teams in organizing trainings and capacity building programmes on climate change
  6. Review and supervise, in consultation with GIZ and MoEFCC, the implementation of the activities which includes technical reviews of proposals and deliverables

Networking and Partnership

  1. Build partnerships and networks with international agencies, line ministries, state governments, and other relevant stakeholders
  2. Generate ideas for mobilizing support for achieving India’s climate goals while enhancing sustainable development

Knowledge Management and Outreach

  1. Support MoEFCC and GIZ with preparation of delivery policy briefs, project updates and presentations, as required.
  2. Facilitate national and international meetings, events, or consultations organized by MoEFCC and GIZ

Required qualifications, competences and experience

  1. Master's/PhD degree of Science/Economics from a reputed institute
  2. At least 10 years’ professional experience in a comparable position
  3. Professional experience working in the field of Environment and Climate Change at national/subnational level
  4. Excellent technical knowledge on international/national Climate change paradigm (Paris Agreement/ NDC implementation/ Market Mechanisms/ Adaptation to climate change and rural infrastructure and the on-going international negotiations in this regard;
  5. Excellent technical expertise to assess the training and capacity needs vis a vis implementation of national climate policy
  6. Excellent knowledge of the Indian Governance system including the internal working procedures
  7. Good working knowledge of ICT technologies and computer applications;
  8. Strong managerial and organisational competence;
  9. Very good command over English and Hindi;
  10. Ability to work as a part of the team.

Duration of the contract
The successful candidate will be offered an initial contract of one year
