Programme Officer (Monitoring and Reporting)

Purpose for the job
Under the supervision of the Chief of Planning, Monitoring and Reporting, (M4R), this position is responsible for supporting the strengthening of programme monitoring across the office in close collaboration with the PME focal points in Delhi programme sections and in state offices. In addition, to the monitoring function the position is the focal point for RAM reporting and supports other corporate reports processes such as end year SMQs/ COAR consolidation. The position also performs critical knowledge management functions including collecting and sharing of best practices in monitoring and reporting across the office network and supports capacity development of staff in these areas. Lastly, the position, in a secondary role, will support the Programme Speciality (Planning) and wider M4R team in work plan reviews, and RBM trainings as relevant as well as programme monitoring (HACT) reviews.

Key function, accountabilities and related duties/tasks
In collaboration with the M4R team, programme sections and the wider PMR network the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties:

  1. Programme Monitoring; Support for development, review and revision of country programme monitoring framework. Undertake quality assurance and streamlining of monitoring plans, and national / state matrices against CPD results;  Support the development of ICO programme monitoring architecture including protocols and checklists for field monitoring; Support real-time and other monitoring initiatives in state offices related to strengthening of MiS and other Government systems as well as other UNICEF monitoring systems (i.e. HPM); Liaise with SPME colleagues on SDG monitoring and other ‘big’ data inputs (i.e. data landscaping exercise and inputs into national survey etc.);
  2. Corporate Reporting: Support the bi-annual RAM reporting exercise and contribute to the development, consolidation and quality assurance on end- year corporate reporting processes including SMQs and COARs;
  3. Knowledge Management: Support the roll out of the ICO KM strategy and act as the KM focal point for the M4R unit; Document and disseminate best practices related to programme monitoring;
  4. Programme Planning: Support the planning specialist to review annual work plans including inputs into guidance notes and capacity building initiatives. Participate in and support office mid-year / end-year and mid-term reviews;
  5. Results based management: Support the roll out of the ICO RBM strategy. Build capacities of UNICE staff and external partners (where relevant) on RBM with a focus on monitoring and reporting.

Qualifications
Education
A University degree in social sciences, development planning, planning, or related field is required.

Experience
Minimum two years of relevant professional work experience in programme planning, development and implementation including monitoring and /or evaluation activities and / or Results -based management, more broadly, with at least some field work experience.

Language
Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Remarks
Selected applicant will have an initial two (2) year fixed-term contract, with possibility of extension, subject to satisfactory performance.
