Senior Research Associate, Capacity Building - EPoD India

About EPoD India
EPoD India at the Institute for Financial Management and Research (EPoD India at IFMR), in coordination with a network of faculty at leading global universities, works with policymakers and key influencers in India and Nepal through an iterative process of policy design. Together, we identify areas where research and data can make the greatest difference to policy, then engage in a process of designing, testing, and refining solutions to problems often affecting millions of citizens.

Job Description
They have an exciting opportunity for a Senior Research Associate candidate to support execution of our capacity building activities. The Senior Research Associate will play a crucial role in encouraging the use of data and evidence in policy formulation and implementation among policy stakeholders working across a variety of sectors. S/he will play an active role in developing and contributing to collaborations with state and central departments to build organizational and institutional capacities to use evidence for better service delivery. Additionally, s/he will support trainings with policy stakeholders through supporting content development, providing follow-up support to trainees, collecting evidence regarding trainings, etc. The successful candidate will have a strong background in economics and/or public policy, excellent management and communication skills, and a passion to see greater use of evidence-informed policies and implementation.

Responsibilities
1) Fostering, designing and executing collaborations with government departments to improve organizational capacities to use evidence for better service delivery. This may involve, among other things:
  1. Examining existing systems and use of data and evidence at various hierarchical levels within a governmental department. Supporting designing and field-testing of survey instruments.
  2. Overseeing the day-to-day implementation of field-based research (scoping, surveying, project implementation) – including the management of field personnel, procurement, budgets, and reporting 
  3. Reviewing academic literature on pertinent topics and producing policy briefs for internal and external use
  4. Collecting and analyzing administrative data. Conducting data cleaning, manipulation, and analysis using multiple primary and secondary data sources
2) Identifying and testing opportunities to improve integration of data and evidence in collaborating government departments

3) Supporting trainings on evidence use with officials through:
  1. Conducting needs assessment interviews with officials and sourcing examples for content development
  2. Developing content, including case studies and in-class exercises; and designing follow up support opportunities for past trainees and engaging with them to understand the impact of trainings on knowledge, motivations and practices
4) Leading logistics and coordination to ensure capacity building trainings proceed smoothly and as planned

5) Supporting EPoD India’s capacity building portfolio by:
  1. Managing day-to-day relationships with national, state, and district-level government officials and other potential partners (funders, academicians, policy organizations etc) 
  2. Contributing to strategy development, team building, grant applications, report writing, and development of other communications materials as needed and relevant to EPoD India’s capacity building portfolio

Eligibility
  1. Master’s degree, 2+ years’ of full time experience in related fields (economics, public policy, impact evaluations, capacity building etc) 
  2. Persistent drive to improve organizational capacities for better service delivery in India
  3. Commitment to self-learning and to continuously sharpen one’s policy analysis skills and strengthen understanding of India’s policy landscape and governance issues
  4. Willingness to travel in both rural and urban locations
  5. Strong understanding of research design and econometrics, as well as public policy concepts and issues, particularly in the health and nutrition sector
  6. Familiarity with applied economic research and capacity to conduct field scoping and oversee field surveys 
  7. Prior experience with external stakeholder engagement 
  8. Clear, concise oral and written English communication skills
  9. Proficiency in Hindi is preferable
