Public Sector Risk & Contract Senior Manager

Own contracts and pricing in an on-going operational capacity for all government contracts in the market. Provide first-line advisory support on acquisition and legal matters and liaise with Legal as needed. Build excellent processes and infrastructure to support government contracting and codify and share best practices across markets.
1) Build and strengthen practice knowledge of government processes, including important dos/don'ts
2) Coordinate contracting, looking for relevant vehicles, engagement with external partners
3) Own RFP, RFI and RFQ processes to ensure compliance

  1. Own proposal life cycle
  2. Identify, enlist and manage relevant primes/subs and manage sub-contracts where relevant (purchase order, NDAs, COI agreements, etc.)
  3. Lead pricing effort to ensure optimization of price within constraints of government procurement ask
  4. Manage procurement compliance requirements including administrative volumes
4) Provide recommendations about contract Ts & Cs:
  1. Act as POC for pre-bid T&C reviews and questions
  2. Coordinate with Legal team to review contracts
5) Manage / own case life cycle in accordance to the contract and government requirements (project Set-up, project tracking and control, project reporting, project close out)
6) Flag risks, including managing Global Review Panel process to comply with BCG WWG policy where relevant
  1.Facilitate independent audit during/post case

Knowledge & Skills

  1. Consultative mind set; pursuing the “yes” rather than stopping at the first “no”
  2. Relationship building; partner closely with the PS MDP/P/PR team on all PS accounts
  3. Teaming across geographies and functions in a matrixes organization
  4. Prioritizing and executing on multiple competing topics
  5. Distilling key issues and insights to complex problems

Experience & Qualifications

  1. Subject matter expert on local public sector contracting processes and procedures
  2. BD in Finances, Economics, Accounting or related fields
  3. CPA or Master’s degree preferred
  4. 10+ years’ experience
