Program Officer - Program Monitoring & Evaluation

To serve as the Program Officer – PME, for the HPI India Office, in accordance with HPI India’s objectives, policies and procedures.

Responsibilities & Deliverables
Contribute to program effectiveness: design monitoring, evaluation, learning online systems for country specific projects. (20%)

  1. Updating the online Evaluation tools for collecting the real time data in the field. I.e. Survey CTO
  2. Assist in conducting Global Income Monitoring (GIM) surveys.
  3. Data Analysis through SPSS
  4. Monitoring the evaluations at the field level and participating in the evaluations whenever required
  5. Assist with the monitoring of project implementation through semi-annual reports, capacity assessments, field visits
Data management, analysis and utilization for learning (30%)
  1. Assist in data management through providing the required support to understand the PME software
  2. Provide support in Summarize/ aggregate data at country level, and contribute to organization-wide aggregation
  3. Ensure timely data availability and reporting to stakeholders.
  4. Document lessons learned successes, failures and best practices via case studies for the allocated states.
  5. Summarize/ aggregate data at country level and contribute to organization-wide aggregation and share it with the thematic experts whenever required.
  6. Maintaining Data Quality of the allocated states
Capacity Development: equip MELS staff and implementing partner staffs with skills to deliver MELS activities efficiently (20%)
  1. Provide coaching / training to equip partner staff, CPO and regional staff deliver for using the PME Software for the allocated states
  2. Contribute in training and supervision of external parties that are contracted to implement special surveys and studies required for evaluating project effects and impacts for the allocated states.
  3. Help partner staff to keep consistency in their numerical reporting.
Implement monitoring, evaluation, learning online systems for country specific projects (20%)
  1. Updating the PME Software based on the new project requirements.
  2. Responsible for Data Management for all the projects and share information to all the thematic experts whenever required
  3. Manage and maintain all PM&E related IT platforms.
  4. Supervise and manage the new features in the PME software and coordinate and support the vendor for making the required change
Others job functions (10%)
  1. Support writing the quarterly six monthly, semi-annual and annual reports
  2. Tracking the data against the project log-frame indicators
  3. Compile and review the monthly numerical report and send to management with feedback.
  4. Assisting the PME Manager and other staff members in developing formats for collecting the information at the field level
  5. Regular field visit for monitoring and observation of project activities
  6. Perform other job-related duties as requested.

Minimum Requirements
A minimum of a master’s level University Degree, preferably in management, and 3 to 5 years of experience is required.

Most Critical Proficiencies

  1. Excellent data cleaning and data analysis skills including strong attention to detail
  2. Ability to learn new things and adapt to changes
  3. Experience in using statistical packages like SPSS and STATA
  4. Experience of using online Survey Tools in Survey i.e. Survey CTO
  5. Have an interest in animal, agriculture and community development.
  6. Fluent in English and Hindi, both spoken and written
  7. Motivated to work responsibly with little supervision
  8. Ability to meet and deal with others in a courteous and tactful manner
  9. Demonstrate a high degree of honesty and integrity

  1. Ability and willingness to travel extensively within India (mainly Bihar, Odisha and Rajasthan) Ability and willingness to work a flexible schedule
