Roster Technical/Medical officer/Consultant/Expert for diet and nutrition

Purpose of the Post
To support the NHD unit at regional level and country level to implement specified aspects of its nutrition programme.

Description of Duties
This is a generic description of duties developed for a roster of consultants and experts. The final terms of reference for the assignment will be based on the specific requirements of the required work/assignment. Under the general supervision and guidance of the Director, Non-communicable Diseases and Environmental Health, and technical direction of the Regional Adviser Nutrition and Health for Development, the consultant will be expected to carry out time bound assignments in one or more of the following areas.

Nutrition programme support

  1. Technical support to Member States to develop policies, strategies and    action plans to   address the double burden of malnutrition which includes, carrying out landscape analysis of nutrition status, food intake and consumption patterns of targeted demographics.
  2. Technical support at regional/country level to guide implementation of nutrition programmes in Member States including strengthening multi-sectoral convergence for planning, implementation and monitoring of interventions and programme performance reviews related to child, adolescent and maternal nutrition.
  3. Technical support to promote, protect and support optimal Infant and Young Child Feeding practices.
  4. Technical support to address micronutrient malnutrition, coordination between micronutrient malnutrition prevention programmes and scaling up anaemia prevention programmes.
  5. Technical assistance in data management, including nutrition surveillance, secondary data analysis and, supporting the development of nutrition monitoring systems.
  6. Technical assistance to support research activities as relevant for supporting maternal, infant and young child nutrition, and development of relevant proposals for funding.

Support for promoting healthy diets and population based interventions including regulatory actions to improve food environments

  1. Technical assistance at country level to carry out market assessment of food products, fortified food availability, labelling & packaging, and collection and assessment of population dietary data
  2. Technical assistance at regional level to develop tools and briefing documents on addressing healthy diets
  3. Technical support to carry out economic and cost analysis at regional and country level, relevant operational research and data analysis, including modelling of healthy diet actions (both population based and lifecycle interventions).
  4. Technical support at regional and country level, to address conflicts of interests in nutrition, especially with regard to promoting healthy diets. Technical support for advocacy, developing the evidence base and designing regulatory and other actions to promote healthy dietary environments


  1. For all assignments, University Degree in Medicine, Nutrition or Health Sciences, Epidemiology, Public Health or Community Health, Food technology, or relevant science field.
  2. P4 and P5 level assignments require in addition, a Master’s level (or above) Post Graduate Degree in International Health and Nutrition, Health or Nutrition Policy, Health and Nutrition Promotion, Public or Community health, Food technology, Food Science, or Health Economics

MD or PhD in nutrition or related field


  1. At least 2-10 years progressive professional work experience in public health, diet and nutrition, epidemiology demography and statistics as appropriate to the assignment
  2. Technical skills and knowledge relevant to supporting nutrition programmes at international, national or subnational levels
  3. Ability to conceptualize and plan nutrition interventions and /or, analyze data to support nutrition/healthy diet policies and programmes


  1. For P2 Grade: At least 2 years of relevant experience in the area of specialization
  2. For P3 Grade: At least 5 years of relevant experience including some years of international experience
  3. For P4 Grade: At least 7 years of relevant experience, some of which should have been obtained in an international context
  4. For P5 Grade: At least 10 years of relevant experience including considerable experience obtained in an international context

Competencies in advising development of tools and monitoring instruments related to nutrition/healthy diets, data analysis, including modelling of nutrition related effects.
