About the Project
Star Rating Program is a transparency initiative that categorizes industries from 1-star to 5-stars based on their particulate matter emission, with 1-star being the least compliant and 5-stars being the most compliant to pollution standards set by the regulator. The program aims to inform residents and industries and also strengthen the regulatory efforts of the states to reduce pollution.

Job Description
The University of Chicago Trust in India is searching for a Program Associate to lead the expansion of the Star Rating program in the state of Andhra Pradesh. This University of Chicago program is a joint effort of The Tata Centre for Development (TCD) and the Energy Policy Institute at the University of Chicago (EPIC India).


  1. Bachelor’s degree in engineering, power & energy, public policy or a similar field
  2. Master’s degree in energy and/or environmental science
  1. Minimum 5 years of work experience, including work in program delivery and/or public policy related to energy or environmental programs in India;
  2. Applicants should be able to demonstrate a strong track record in managing programs, preferably in the environment or related fields;
  3. Knowledge and experience of working on Continuous Emissions Monitoring Systems (CEMS), and/or in industrial pollution control is desirable;
  4. Experience with and/or academic training in data analytics through statistical tools and research methods is required;
  5. Experience of working with advanced excel, demonstrable training and experience in Stata and R is a plus;
  6. Familiarity with research in energy and environment is a plus;
  7. Prior experience of working closely with SPCBs in design and delivery of environmental projects will be an added advantage


  1. Strong data analysis skills
  2. Knowledge and understanding of regulations, energy and environmental policy is required; work/research experience in the area is strongly preferred
  3. Strong written and verbal communication skills, with the ability to present data in a simple and straightforward way for non-technical audiences required
  4. Communicate with local municipal authorities, state government officials and local industries;
  5. Build strong external relationships and partnerships with state governments, research organizations, think tanks and civil society on issues related to energy and environment.
