Job / Role description
Role Purpose
The role of Programme Officer – Humanitarian will be primarily responsible to support Phia Foundation and its partners to respond to humanitarian crisis, as and when they occur and to coordinate effective implementation of humanitarian and post disaster relief and recovery programmes which are implemented by Phia and its partners in the field. The role is also required to assist in the development, implementation and monitoring of humanitarian response, providing effective and timely support to partner organisations, enabling them to implement the rapid, effective and principled response to emergencies and ensuring that this is in line with Phia’s program strategy.
Role Context
The role works within the structure of Phia Foundation in providing support to the work group in a humanitarian crisis in the country. The post is positioned in the Delhi Office and will work with partner organisations across Phia’s operational areas to provide support and ensure the emergency response is coordinated effectively. In addition, the post holder will also assist in building Phia’s humanitarian vertical by working on and strengthening internal processes and systems for effective response programs, and also provide technical guidance and support to partners to ensure that monitoring, evaluation and programme reporting are carried out in accordance with donor requirements. The post holder will be required to travel to partner or program location as and when required. The post holder, in consultation with Phia’s Emergency expert and Head of Programs, will support programmes and externally represent Phia where appropriate. In addition, the post holder will provide technical guidance and support to partners and clients and ensure that monitoring, evaluation and reporting are carried out in accordance with agreed requirements. The role holder will also assist in programme Development opportunities associated with humanitarian response.
Key Expected Deliverables / Outcomes
The Program Officer – Humanitarian will
  • Assist in building Phia’s humanitarian portfolio.
  • Manage and plan emergency and disaster programmes.
  • Work with partners across states in helping them delivering effective emergency programmes.
  • Effectively deliver projects and programme with impact inline with agreed aims.
  • Ensure compliance with humanitarian and financial policies and procedures and, in particular, reporting requirements.
  • Ensure completion of project proposals based on strong planning and evaluation procedures using internal systems, and also ensure that funds used for designated purposes.
  • Maintain and develop positive relationships with partners through effective communication.
  • Also assist and work closely with Phia’s fundraising and partnership team.
  • Responsible for donor reporting and compliances

Sourcing & Management of service providers (vendor, consultants, agencies,
contractors,) and Vendor Contract Management
  • Identifying and empaneling suppliers, vendors, contractors and consultants in accordance with organization’s procedures and negotiation on advantageous terms for commercial assignments
  • Identifying and tapping pipeline of potential service providers.
  • Sourcing service providers by collecting quotations, preparing comparatives, negotiating prices etc. and raising PO/WO/LOI
  • Formulates and administers various contracts for different technical teams.
  • Evaluate service provider performance based on quality standards, delivery timeline and best prices and ensure all the criteria is met as per the organisational requirement & expectations. Any service provider performance issues to be dealt with in timely manner.
  • Be responsible for keeping track and records of service providers agreements and ensure timely renewals and closures.
  • Contract negotiation, contract management support, contract closure including compliance.
  • Meet all statutory & legal compliance related to the procurement.

  • Apart from financial report, the person also need to work on 'narrative' report
Essential Qualifications and Experience
  • University Degree in one of the following field: social sciences, Public administration, humanitarian sector and other any development sector.
  • At least 5 years’ experience of managing and working in humanitarian projects
  • Good understanding with procedures and processes various donor requirements including multi-lateral and bi-lateral agencies and knowledge of conducting rapid/detailed need assessments on ground during emergencies.
  • Strong understanding of the situation of Emergencies in India
  • Good rapport with networks working in humanitarian space/community, especially the experience of networking with UN, INGOs, NGOs and Government agencies.
  • Any technical expertise on mapping and digital tools for assessment would be desirable.
Other Information
