Partnering Hope into Action (Phia) Foundation is a Charitable Trust registered in India that works on the issues of social exclusion and poverty reduction. Phia through its affiliate and partners brings in a long legacy of over 50 years of experience and expertise in the development and humanitarian work in India and globally and draws upon its wide portfolio of partnerships with grassroots civil society organizations. This includes the flagship PACS Programme that has reached over 9 million people in 7 of the poorest states, helping socially excluded communities claim their rights and entitlements. While the PACS program concluded, PHIA Foundation is helping take the processes and initiatives under PACS further into a new phase. Phia strives to empower poor marginalized and vulnerable groups for non-discriminatory access to rights and entitlements: in essential services, gainful livelihoods, relief during emergencies and address inequality and inter-generational poverty.

About the project
Phia Foundation is partnering with BHC (British High Commission) on a programme that focuses on the following issues:
  • Enhanced awareness of most at-risk women and girls, men and boys and capacity of CSOs, CBOs, community leaders, local government bodies (PRIs) in Jharkhand built on the existing policies that safeguard victims of trafficking in India.
  • Most vulnerable women and girls gained access to government schemes and measures that safeguard victims of trafficking in the target project districts adopted.
  • Effective grievance redress mechanism established
  • Strengthened institutional partnerships with the responsible Departments of the Government of Jharkhand and members of Panchayati Raj institutions (PRIs) to advocate for effective implementation of policies and schemes for trafficked women and girls in Jharkhand
Key Responsibilities
  • She/ he would be responsible for community mobilization and establishment of Watch Committees of Gram Sabha at the Tola level.
  • Facilitating periodic meetings of Gram Sabha and regular meeting and one to one interaction with PRI members
  • Networking and Liaison with Panchayat & Block level Government Service Providers.
  • Supervision & monitoring/management of community activities.
  • Organizing & facilitating meetings of community-based organizations (CBOs).
  • Regular monitoring of migration register.
  • Regular community visits as per work requirement.
  • Support in record keeping & documentation work.
  • Facilitating and organizing capacity building/ training and similar events workshop as per the agreed work plan.
  • Share periodic updates/ reports (daily, weekly, monthly) on program progress with the line manager and CSO Heads. Prepare fortnightly/ monthly progress reports of the programme.
  • Facilitating the community to follow up on convergence and act as a link between the service providers and the community. Persons knowing local dialect will be proffered.
  • Any tasks in the interest of the project as assigned by the line manager.
Role requirements
Relationships - (Key relationships, frequency of contact, the purpose of contact (liaison/influencing/negotiating etc.)
External - The Panchayat Facilitator will have contact with community people, CSO, PRI members, government officials and other relevant stakeholders at block & district level

Internal - This role will have contact with PHIA in district Gumla, Simdega, Jamtara, West Singhbhum.

Qualifications/Experience/skills/knowledge and expertise
  • She/ he should have a minimum of 3 years of experience in social work, community mobilization and institution building.
  • Should be graduate/ intermediate with relevant work experience of working in a civil society organization
  • Preferably should have command over the local dialect/ language
  • Strong community mobilization skills
  • A self-starter, able to work independently.
  • Strong integrity, commitment and dedication to the cause of women.
